Can a user be in more than one department?

A user can be a member of only one department at a time, but when people ask this question, they're often asking about the scenario where one person manages two separate teams. In Grand Avenue, that person can be the manager of both teams without being a member of either team.

For example, in the organization chart below,

• Jill Bernardo is the department manager of Regulatory and also the interim department manager of Quality.

• Jill Bernardo is a member of the Compliance department, reporting to Dawn Allen.
